Take the cheapest-month label with a grain of salt. A December low on a San Francisco chart is about early December, before Christmas. The last two weeks of December are the dearest of the year. The right comparison is the exact dates you can travel, not the month average.

How does US pre-clearance work at Toronto Pearson?

You clear US customs and immigration at Pearson before boarding, so you land in California as a domestic arrival. Both Terminal 1 and Terminal 3 have US pre-clearance areas, and your airline decides which terminal you use, not the destination.

In practice, Air Canada and United flights leave from Terminal 1, while WestJet, Delta and American use Terminal 3. Check your boarding pass or the airline’s page rather than assuming, especially for Porter, as terminals sometimes change. What this means for timing:
